The Saudi Ministry of Hajj and Umrah has announced a significant update regarding the Umrah permits, The Saudi Arabia's Ministry of Interior has tightened the regulations for upcoming Hajj pilgrims this year. According to the new regulations, from 24th May 2024 to 26th June 2024, only individuals/ pilgrims with confirmed Hajj permits will receive Umrah permits. This measure aims to make the flow of pilgrims smooth in Makkah during the Hajj season, ensuring a peaceful Hajj experience for all participants. Consequences who Perform Umrah without Hajj Permit
To uphold these regulations, the Ministry of Interior has announced fines of SR 10,000 for individuals found entering Makkah without a Hajj permit from 2nd June to 20th June 2024. THe hajj permits are awarded only those pilgrims who have some sort of government of
private hajj packages. These penalties apply to Saudi citizens, expatriates, and visitors alike, covering all crucial areas such as holy sites and transportation stations (bus terminals, airport etc.)
Repeat offenders may face increased fines of up to SR 100,000, while expatriates could face deportation and entry bans too. Additionally, those found transporting violators risk up to six months of in jail, a SR 50,000 fine, vehicle confiscation, and deportation for the driver helping expatriate and also the deportation of agents organized Umrah packages under false regulations.

The new rules are enforced will be followed strictly in Makkah, nearby areas, holy places, the Rusaifah Haramain train station, security spots, sorting centers, and temporary security posts.
