While Thailand is gearing up for more tourists, a nationwide state of emergency remains in effect through November 30. Cases are generally decreasing nationwide. From Nov. 1, the country will allow vaccinated arrivals from low-risk countries to return to its popular destinations like Pattaya, Chiang Mai, and Bangkok. Thailand will drop quarantine requirements for fully vaccinated visitors from 46 low-risk countries from November 1.
Mr. Prayuth's comments came in a televised address on Monday.
Referring to visitors from 46 low-risk nations, he stressed that "when they arrive, they should present a [negative] Covid test... and test once again upon arrival".
Saksiam Chidchob Updates about Thailand open Countries:

Under the new plan, arrivals from the 46 approved countries will need to present a negative COVID-19 PCR test before they depart for Thailand and then do another test when they arrive, according to the Thailand tourism board. Once the result is negative, they will be free to move and travel around Thailand much in the same way that any Thai citizen can.
Earlier this month the Thai government said it would allow quarantine-free entry to tourists from 10 countries from November 1, but later, prime minister Prayut Chan-o-cha said the list of approved countries will increase to 46.

Entry restrictions for Thailand:
A decline in active cases and increase in vaccinations over the past several weeks has allowed the government to gradually relax restrictions for businesses to reopen Thailand and travel to resume, which are part of its “living with Covid” strategy that recognizes the endemic nature of the virus.

Upon arrival, they will need to undergo a second PCR test and check into a Thailand Safety and Health Administration accredited (SHA+) hotel for one night to await the results of their test.
Unvaccinated travellers must quarantine at government-approved quarantine facilities or Alternative State Quarantine (ASQ) facilities. This can include luxury hotels, some of which have developed quarantine packages.
